We deliver fast, compliant asbestos and hazardous materials surveys to help you meet WHS laws, protect workers and occupants, and satisfy pre-demolition requirements

Why an Asbestos Register or HAZMAT Survey Is Required

You may be legally required to have an asbestos or hazardous materials register if:

  • Your building was constructed before 2004

  • The premises is a workplace (commercial, industrial, or government)

  • You are planning renovation, demolition, or maintenance work

  • You are buying, selling, or leasing a commercial property

  • Council, certifiers, or SafeWork NSW have requested documentation

Our Services – Clear, Compliant Hazardous Materials Assessments

We provide a full suite of survey and reporting services tailored to your building type, intended works, and compliance needs.

1. Asbestos Surveys & Registers

We identify asbestos-containing materials (ACMs) in accordance with WHS Regulation 2017 and NSW Codes of Practice.

  • Non-destructive (management) surveys for ongoing WHS compliance

  • Intrusive (refurbishment/demolition) surveys prior to works

  • Identification of bonded and friable asbestos in roofing, walls, ceilings, flooring, pipe lagging, gaskets, adhesives, and more

  • Clear location mapping and photographic documentation

  • Risk assessment and priority rating of each ACM

  • Legally compliant Asbestos Register & Management Plan

  • Guidance on labelling, maintenance, removal, or reinspection schedules

2. Hazardous Materials (HAZMAT) Surveys

In addition to asbestos, we can inspect for:

  • Lead-based paint

  • Polychlorinated Biphenyls (PCBs) in old light fittings or transformers

  • Synthetic Mineral Fibres (SMF) including old insulation

  • Ozone-Depleting Substances (ODS) in refrigerants or fire systems

Each material is assessed for condition, location, potential exposure, and removal recommendations — with lab confirmation where required.

3. Commercial, Government & Multi-Property Compliance

We provide asbestos and HAZMAT register solutions for:

  • Commercial and industrial properties

  • Government and council buildings

  • Real estate portfolios and body corporates

Frequently Asked Questions (FAQ) – Asbestos & Hazardous Materials Surveys

Q: Do I need an asbestos register for my property?

You are legally required to have an asbestos register if:

  • Your building was constructed before 31 December 2003, and

  • It is used as a workplace (e.g. commercial, industrial, or government property)

This is required under the NSW Work Health and Safety Regulation 2017. The register must be accessible to workers, contractors, and tradespeople and kept up to date.

Q: What is included in an asbestos register?

A compliant asbestos register includes:

  • The location, type, and condition of all identified or assumed asbestos-containing materials (ACMs)

  • Photographs

  • Risk ratings and recommended actions (e.g. removal, encapsulation, monitoring)

  • Records of any testing or analysis conducted

  • Optionally, an Asbestos Management Plan (AMP)

It must be reviewed every 5 years or sooner if the condition of ACMs changes.

Q: What is a hazardous materials (HAZMAT) survey?

A HAZMAT survey identifies hazardous building materials beyond asbestos. This can include:

  • Lead-based paint

  • Polychlorinated Biphenyls (PCBs)

  • Synthetic Mineral Fibres (SMF)

  • Ozone-depleting substances (e.g. refrigerants)

These materials can pose health, environmental, or legal risks during demolition, renovation, or occupation — especially in older or government buildings.

Q: What’s the difference between a management survey and a demolition survey?

  • A management survey is non-intrusive and used to identify asbestos for WHS compliance during normal occupancy and maintenance.

  • A refurbishment or demolition survey is intrusive, targeting areas that will be disturbed during works and is mandatory before any structural renovation or demolition.

We provide both — and tailor the scope to your project and regulatory needs.

Q: Who can conduct an asbestos or HAZMAT survey in NSW?

Only competent persons — such as licensed asbestos assessors or experienced environmental consultants — should conduct these surveys. Confluence Environmental provides surveys that:

  • Comply with SafeWork NSW and the Code of Practice

  • Are accepted by councils, builders, certifiers, and WHS officers

  • Include NATA-accredited lab analysis where sampling is required

Q: How often do asbestos registers need to be updated?

Asbestos registers must be reviewed and updated at least every 5 years, or sooner if:

  • ACMs are removed, disturbed, or repaired

  • There is a change in building use

  • A contractor or worker reports deterioration or risk

We offer reinspection and annual update services to maintain compliance.
