No. The requirement depends on the project, regulatory pathway and the organisation receiving the report. Reports submitted directly to the NSW EPA under specified contaminated land regulatory processes must be prepared, or reviewed and approved, by a recognised certified contaminated land consultant. Councils, site auditors, clients or development consent conditions may also require specialist certification for particular projects.

If unexpected contamination, asbestos, odours, staining or unusual fill is encountered during excavation, work in the affected area should generally be controlled while the material is assessed. Further investigation, waste classification, remediation or validation may be required depending on the nature of the material and proposed works.

Following remediation, validation is undertaken to confirm that the required remediation objectives have been achieved.
