Why Newcastle and the Hunter Carry More Asbestos Risk Than Most of NSW
Newcastle's building stock and industrial history make asbestos a bigger issue here than in most Australian cities:
A century of heavy industry. The BHP steelworks operated at Mayfield from 1915 until 1999, and asbestos was standard for insulation, pipe and boiler lagging, industrial sheeting and fire protection throughout. That legacy remains across former industrial sites, rail corridors and port land.
The 1989 earthquake and its aftermath. The repair, demolition and reconstruction program that followed disturbed an enormous amount of pre-1980s building fabric across the city — much of it containing asbestos, at a time when controls were far weaker than they are now.
Post-war housing across the Hunter. Suburban Newcastle, Lake Macquarie and the Maitland–Cessnock corridor expanded through the 1950s to 1970s on asbestos cement cladding, eaves, wet-area linings, fencing and roofing.

Asbestos Disposal in Newcastle: The Rules That Catch People Out
Newcastle has some of the strictest asbestos disposal requirements in NSW, and turning up unprepared means being turned away at the gate.
Summerhill is the only Newcastle facility. Asbestos waste in the City of Newcastle area goes to the Summerhill Waste Management Centre — and it must be booked. Contact Summerhill before 3:30pm on the last weekday before delivery on (02) 4974 2000.
Delivery windows are narrow. Asbestos waste is accepted weekdays only, between 7:30am and 12 midday. No weekends, no public holidays.
Bonded asbestos must be double wrapped in heavy-duty plastic, sealed with tape and clearly labelled "asbestos waste", in bundles no larger than 2 metres long and 0.5 metres high.
Friable asbestos must be double bagged in heavy-duty LDPE bags at least 0.2mm thick, no more than 1.2m × 0.9m, no more than 25kg per bag, and each bag marked "CAUTION ASBESTOS" in letters at least 40mm high.
Not every truck is accepted. Tipper (up to 8 tonne), hook lift and walking floor trucks are accepted. Skip lift and tilt tray trucks are not.
Loads over 100kg or 10m² require EPA waste tracking and a movement number before the waste is transported.
Lake Macquarie is different again. Awaba Waste Management Facility requires a minimum 24 hours' notice to the Supervisor on (02) 4921 0778, accepts asbestos 8am to noon Monday to Friday, and won't accept it in wet weather.
Asbestos Removal in Newcastle: What You Need to Know
The 10 square metre rule. In NSW you may remove up to 10m² of non-friable asbestos without a licence, provided you follow the SafeWork NSW Code of Practice and complete asbestos awareness training. Friable asbestos must always be removed by a licensed removalist, regardless of quantity.
Friable clearance must be independent. For friable asbestos removal, the clearance certificate must be issued by a licensed asbestos assessor who did not carry out the work and is not part of the business that did. Your removalist cannot sign off their own friable job.
Industrial sites are usually friable jobs. Pipe and boiler lagging, sprayed insulation and deteriorated industrial sheeting are friable by nature — which means Class A removal, air monitoring and independent clearance, at a very different cost to residential fibro.
Test before you remove. Testing costs a fraction of removal — and regularly confirms that suspect material is modern fibre cement, cancelling the job entirely.

Can I remove asbestos myself in Newcastle?

I'm redeveloping a former industrial site in the Hunter. What do I need?
Typically a hazardous materials survey of any structures, plus a contaminated land assessment of the ground. Former industrial land in Newcastle very often carries both building asbestos and asbestos in soil, and consent authorities will usually want both addressed before approval.
