What Actually Is an Acid Sulfate Soils Management Plan?

If you're developing land in low-lying coastal NSW, near an estuary, wetland, or floodplain, there's a good chance you've been told you need an Acid Sulfate Soils Management Plan before council will approve your development application. Most people are told this without ever being told what an ASSMP actually is, or why it exists.

An Acid Sulfate Soils Management Plan is the document that sets out how a project will identify, handle, and manage soils that turn acidic when disturbed and exposed to air and how that management will be demonstrated to council or the EPA. It is not a test result, and it is not a warning label. It is a working plan that a builder or excavator can follow on site, and that an assessing authority can rely on to approve the works.

Why Acid Sulfate Soils Are a Problem in the First Place

Acid sulfate soils form naturally in waterlogged, low-oxygen coastal and estuarine environments, where iron sulfides accumulate in the soil over thousands of years. Left undisturbed and saturated, they are stable and harmless. The problem starts when they are excavated, dewatered, or otherwise exposed to oxygen, the iron sulfides oxidise and generate sulfuric acid.

Once that happens, the consequences extend well beyond the site boundary. Acid can mobilise heavy metals already present in the soil, degrade concrete and steel infrastructure, and if it reaches a drain, creek, or estuary, cause fish kills and long-term damage to aquatic ecosystems. This is why councils across the NSW coast treat ASS risk as a standard trigger for assessment, not an edge case.

When an ASSMP Is Actually Required

Most coastal NSW councils maintain Acid Sulfate Soil Planning Maps, usually as part of the Local Environmental Plan (LEP), that classify land into risk categories based on elevation and proximity to water. Development that involves excavation or groundwater disturbance below a specified depth, often 1 metre AHD or the relevant category threshold, on land mapped as Class 1 to 3 will typically trigger a requirement for an ASS assessment, and, where risk is confirmed, an ASSMP.

This is usually a development consent condition, meaning the plan needs to be prepared and, in many cases, submitted before works can commence, not something to sort out once excavation has already started.

What a Management Plan Actually Needs to Cover

A properly prepared ASSMP isn't a generic template with the site address swapped in. At minimum, it needs to set out:

Site-specific risk basis — the ASS classification from the relevant planning map, existing geotechnical or acid sulfate soil testing (using the standard field pH and peroxide oxidation tests), and an estimate of the volume of soil likely to be disturbed.

Neutralisation strategy — typically an agricultural lime dosing rate, calculated from the site's acid-generating potential, with a method for verifying the correct rate is achieved during earthworks rather than assumed.

Excavation and stockpile controls — how ASS material will be segregated, treated, and stored to prevent uncontrolled oxidation and runoff before treatment is complete.

Water management — controls for dewatering, surface water, and any discharge, since acid mobility is almost always a water-pathway problem.

Monitoring and validation — how treatment will be confirmed (typically further pH testing of treated material) and what records will be kept to demonstrate compliance to council.

Contingency measures — what happens if unexpected ASS material or unexpectedly high acid-generating potential is encountered beyond what was assessed.

As with a Remediation Action Plan, the plan is only as strong as the logic connecting these sections. A lime dosing rate calculated without site-specific testing, or a monitoring regime that can't actually confirm the neutralisation worked, is the kind of gap that gets a plan sent back by council or an assessing officer.

Why This Gets Missed So Often

The most common issue we see isn't a missing ASSMP altogether — it's an ASSMP that was prepared generically, without site-specific sampling, or one that was written for the DA but never actually handed to the earthworks contractor. A management plan that sits in a folder rather than in the hands of whoever is operating the excavator isn't managing anything.

Frequently Asked Questions

Does every coastal development need an ASSMP? Not automatically, it depends on the site's ASS classification on the council's planning map and the depth and nature of the proposed excavation. A desktop assessment is usually the first step to determine whether a full management plan is required.

How is the lime dosing rate worked out? It's calculated from laboratory testing of the soil's acid-generating potential (commonly a Net Acid Generation or similar test), not estimated from soil type or location alone. Getting this number wrong is one of the most common causes of ASSMP non-compliance.

Can ASS be managed on site, or does it need to be removed? In most cases it can be treated and reused on site once neutralised and validated, removal off-site is generally a last resort given the cost and waste classification requirements involved.

What happens if ASS is found but wasn't assessed for? Works typically need to stop until the material is tested and a contingency management approach, consistent with the site's ASSMP, is agreed and documented.

Who signs off that the plan has worked? Validation testing results are usually reviewed by the consultant who prepared the ASSMP, and in many cases need to be submitted to council to satisfy the relevant development consent condition.
