About the Project

The Site comprises approximately 175 hectares in Buchanan, NSW under consideration for potential acquisition and future industrial use. Land of this scale, with a mixed history of rural, agricultural and industrial use, carries the potential for environmental constraints that can materially affect an acquisition — from the cost of further investigation or remediation, through to planning, subdivision and redevelopment implications. Identifying those constraints before purchase allows a buyer to make an informed decision and factor any environmental risk into their commercial position.

Confluence Environmental's Role

Confluence was engaged to prepare a Preliminary Site Investigation (PSI) as part of the Client's pre-purchase due diligence, in accordance with the NSW EPA (2020) Consultants Reporting on Contaminated Land Guidelines and Chapter 4 of State Environmental Planning Policy (Resilience and Hazards) 2021.

Key Services Provided

  • Pre-Purchase Environmental Due Diligence: A structured assessment framed specifically around the Client's acquisition decision, identifying potential contamination constraints, environmental liabilities and data gaps relevant to the proposed purchase and future use.

  • Desktop Historical & Regulatory Review: A review of the Site's environmental setting, historical land titles, historical aerial imagery, NSW EPA regulatory databases (CLM Act and POEO Act records), planning certificate, and any previous environmental reports for the Site.

  • Areas of Environmental Concern Assessment: Identification of potential Areas of Environmental Concern and contaminants of potential concern arising from the Site's current and historical land uses.

  • Preliminary Conceptual Site Model: Development of a risk-based preliminary Conceptual Site Model linking potential contamination sources to pathways and receptors, in the context of the proposed commercial/industrial land use.

  • Recommendations & Forward Strategy: Clear recommendations on the further assessment required to confirm and, where necessary, delineate potential impacts — enabling the Client to weigh environmental risk within their acquisition due diligence.

The value of a pre-purchase PSI lies in giving a buyer the right information at the right point in the transaction — before they are committed. On a 175-hectare landholding with a layered history of rural, agricultural and industrial activity, that meant efficiently pulling together a wide range of historical, regulatory and planning information into a single, clear picture of the Site's environmental risk profile.

Confluence's assessment identified the potential environmental concerns associated with the Site's land-use history, established a preliminary Conceptual Site Model, and set out a clear, proportionate pathway for the further assessment recommended prior to acquisition or redevelopment. The result gave the Client a defensible basis for their acquisition decision — including the potential requirement for further assessment, management or remediation, and the associated commercial and contractual implications — rather than discovering environmental constraints after settlement.
