Asbestos Registers & HAZMAT Surveys

Compliant, Fast and Ready for Approval

If your building contains asbestos or hazardous materials, you are legally responsible for identifying and managing the risk. Without a compliant register, you may face project delays, regulatory action, or serious safety exposure.

Confluence Environmental delivers clear, regulator-ready asbestos and hazardous materials surveys across Sydney, Newcastle, the Central Coast and NSW — helping property owners, managers and developers stay compliant and move forward with confidence.

If you need a compliant register, planning works, or responding to a request from council or SafeWork NSW, we can help quickly and professionally.

When You Need an Asbestos Register or HAZMAT Survey

You may be required to obtain a survey or register if:

  • Your building was constructed before 2004

  • The property is a workplace (commercial, industrial, government or strata)

  • Renovation, demolition or maintenance works are planned

  • You are buying, leasing or managing commercial property

  • Council, certifier or SafeWork NSW has requested documentation

If you are unsure, we can quickly determine your legal obligations and next steps.

Frequently Asked Questions (FAQ) – Asbestos & Hazardous Materials Surveys

Q: Do I need an asbestos register for my property?

You are legally required to have an asbestos register if:

  • Your building was constructed before 31 December 2003, and

  • It is used as a workplace (e.g. commercial, industrial, or government property)

This is required under the NSW Work Health and Safety Regulation 2017. The register must be accessible to workers, contractors, and tradespeople and kept up to date.

Q: What is included in an asbestos register?

A compliant asbestos register includes:

  • The location, type, and condition of all identified or assumed asbestos-containing materials (ACMs)

  • Photographs

  • Risk ratings and recommended actions (e.g. removal, encapsulation, monitoring)

  • Records of any testing or analysis conducted

  • Optionally, an Asbestos Management Plan (AMP)

It must be reviewed every 5 years or sooner if the condition of ACMs changes.

Q: What is a hazardous materials (HAZMAT) survey?

A HAZMAT survey identifies hazardous building materials beyond asbestos. This can include:

  • Lead-based paint

  • Polychlorinated Biphenyls (PCBs)

  • Synthetic Mineral Fibres (SMF)

  • Ozone-depleting substances (e.g. refrigerants)

These materials can pose health, environmental, or legal risks during demolition, renovation, or occupation — especially in older or government buildings.

Q: What’s the difference between a management survey and a demolition survey?

  • A management survey is non-intrusive and used to identify asbestos for WHS compliance during normal occupancy and maintenance.

  • A refurbishment or demolition survey is intrusive, targeting areas that will be disturbed during works and is mandatory before any structural renovation or demolition.

We provide both and tailor the scope to your project and regulatory needs.

Q: Who can conduct an asbestos or HAZMAT survey in NSW?

Only competent persons — such as licensed asbestos assessors or experienced environmental consultants — should conduct these surveys. Confluence Environmental provides surveys that:

  • Comply with SafeWork NSW and the Code of Practice

  • Are accepted by councils, builders, certifiers, and WHS officers

  • Include NATA-accredited lab analysis where sampling is required

Q: How often do asbestos registers need to be updated?

Asbestos registers must be reviewed and updated at least every 5 years, or sooner if:

  • ACMs are removed, disturbed, or repaired

  • There is a change in building use

  • A contractor or worker reports deterioration or risk

We offer reinspection and annual update services to maintain compliance.
