Why You May Need an Asbestos Survey, Inspection, or Report

You may be legally required to obtain an asbestos register, asbestos inspection report, or asbestos survey if:

  • Your building was constructed before 2004.

  • The premises is a workplace (commercial, industrial, council, or government).

  • You are planning renovation, demolition, or refurbishment works.

  • You are buying, selling, or leasing a commercial property.

  • Council, SafeWork NSW, or a certifier has requested formal asbestos reports or a hazardous material survey.

Across Sydney, Newcastle, the Central Coast, and the Mid North Coast, many older buildings still contain asbestos, lead paint, PCBs, and other hazardous materials. Whether you manage a shopfront, warehouse, office building, or public facility, we provide clear, compliant asbestos reports, asbestos inspections, and asbestos assessments to keep your project on track and your business safe.

Frequently Asked Questions (FAQ) – Asbestos & Hazardous Materials Surveys

Q: Do I need an asbestos register for my property?

Yes. You are legally required to have an asbestos register if:

  • Your building was constructed before 31 December 2003, and

  • It is used as a workplace (commercial, industrial, or government).

This is required under the NSW Work Health and Safety Regulation 2017. The register must be accessible to workers, contractors, and tradespeople and kept up to date.

Q: What is included in an asbestos register?

A compliant asbestos register includes:

  • The location, type, and condition of all identified or assumed asbestos-containing materials (ACMs).

  • Photographs of ACMs.

  • Risk ratings and recommended actions (e.g. removal, encapsulation, monitoring).

  • Records of any testing or laboratory analysis undertaken.

  • Optionally, an Asbestos Management Plan (AMP).

Registers must be reviewed every 5 years, or sooner if the condition of ACMs changes.

Q: What is a hazardous materials (HAZMAT) survey?

A HAZMAT survey identifies hazardous building materials beyond asbestos, such as:

  • Lead-based paint

  • Polychlorinated Biphenyls (PCBs)

  • Synthetic Mineral Fibres (SMF)

  • Ozone-depleting substances (ODS) (e.g. refrigerants, fire systems)

These materials can pose health, environmental, and legal risks during demolition, renovation, or occupation, especially in older or government-owned buildings.

Q: What’s the difference between a management survey and a demolition survey?

  • A management survey is non-intrusive and identifies asbestos for day-to-day WHS compliance during normal occupancy and maintenance.

  • A refurbishment/demolition survey is intrusive, targeting areas that will be disturbed during works. It is mandatory before any structural renovation or demolition.

Confluence Environmental provides both and tailors the scope to your project and council requirements.

Q: Who can conduct an asbestos or HAZMAT survey in NSW?

Only competent persons, such as licensed asbestos assessors or qualified environmental consultants — should conduct these surveys.

Confluence Environmental provides asbestos and HAZMAT surveys that:

  • Comply with SafeWork NSW and the Code of Practice.

  • Are accepted by councils, builders, certifiers, and WHS officers.

  • Include NATA-accredited laboratory analysis where sampling is required.

Q: How often do asbestos registers need to be updated?

Asbestos registers must be reviewed and updated at least every 5 years, or sooner if:

  • ACMs are removed, disturbed, or repaired.

  • There is a change in building use.

  • A contractor or worker reports deterioration or risk.

We offer reinspection and annual update services to keep your asbestos registers compliant and current.
