Environmental Site Assessments in Sydney & Greater Sydney
Confluence Environmental provides fast, reliable environmental site assessments (ESAs) to support development applications, subdivisions, rezoning, land use changes and property transactions across Sydney and Greater Sydney.
We specialise in:
Contaminated land assessments
Soil contamination reports
Phase 1 and Phase 2 environmental site assessments
Remediation Action Plans (RAPs)
Site validation and due diligence reports
Our assessments are prepared in accordance with relevant NSW EPA guidance, the ASC NEPM and applicable local council requirements. Whether you're preparing a DA, responding to a Section 10.7 Planning Certificate, or assessing contamination risk before purchasing or redeveloping land, we provide practical advice and clear reporting.
NSW planning authorities are required to consider land contamination when assessing development and rezoning proposals, including whether land is suitable for its proposed use.

Our Environmental Assessment Services
Preliminary Site Investigation (PSI) – Phase 1 ESA
A PSI identifies the potential for soil or groundwater contamination through:
Desktop review of past land use, including industrial activities, manufacturing, fuel storage, workshops, agriculture and other potentially contaminating uses.
Review of historical aerial imagery, council records, planning information and NSW EPA databases.
On-site inspection by a qualified environmental consultant.
Identification of potential contamination sources, pathways and receptors.
Contamination risk screening and recommendations for further investigation.
Commonly required for:
Development Applications involving excavation or a change to a more sensitive land use.
Rezoning or subdivision.
Former industrial or commercial sites.
Sites containing imported or undocumented fill.
Properties identified as potentially contaminated through planning or historical information.
Detailed Site Investigation (DSI) – Phase 2 ESA
If a PSI identifies a potential contamination risk, a Detailed Site Investigation may be required to confirm and characterise the contamination.
Our DSIs can include:
Soil, groundwater and soil vapour sampling.
NATA-accredited laboratory testing for heavy metals, asbestos, hydrocarbons, PAHs, pesticides, chlorinated compounds and other identified contaminants.
Human health and ecological risk assessment where required.
Development and refinement of the Conceptual Site Model (CSM).
Clear recommendations for remediation, management or further investigation.
Used for:
DA approval.
Construction Certificates.
Redevelopment of former industrial and commercial land.
Due diligence before land acquisition.
Sydney's long history of industrial and commercial development means former service stations, manufacturing sites, workshops, chemical storage facilities and similar properties can warrant particular consideration during redevelopment. NSW EPA identifies industrial and agricultural land, service stations and other sites involving chemical storage as common contexts for contaminated land.
Remediation Action Plans (RAP)
Where contamination is confirmed, we develop a tailored Remediation Action Plan outlining how contamination will be appropriately managed or remediated.
This may include:
Site-specific remediation objectives.
Waste classification and disposal requirements.
Excavation and off-site disposal.
Capping or containment.
On-site treatment where appropriate.
Environmental and WHS controls.
Validation requirements and remediation acceptance criteria.
Site Validation Reporting
Following remediation, we provide validation reporting to:
Confirm remediation objectives have been achieved.
Demonstrate that the site is suitable for its proposed land use.
Assist with satisfying DA or Construction Certificate conditions.
Support subdivision, redevelopment or occupation requirements.
Document waste disposal, validation sampling and completed remediation works.
Due Diligence & Pre-Purchase Site Assessments
Buying or developing a former industrial, commercial or agricultural property in Sydney? We provide environmental due diligence assessments to help identify potential contamination liabilities before a transaction proceeds.
Our assessments can provide:
Contamination screening prior to property acquisition.
Review of historical land uses and surrounding activities.
Evaluation of potential environmental risks.
Advice regarding additional investigation requirements.
Identification of potential remediation or development costs.
Identifying contamination risks early can help developers, purchasers and investors make informed decisions before committing significant resources to a property.
Why Conduct an Environmental Site Assessment in Sydney?
Identify contamination risks associated with historical industrial, commercial or agricultural land uses.
Determine whether soil, groundwater or vapour investigation is required.
Demonstrate that land is suitable for its proposed development or land use.
Support Development Applications, rezoning and subdivisions.
Identify potential remediation requirements before construction begins.
Reduce the risk of unexpected contamination costs and project delays.
The NSW contaminated-land planning framework requires contamination to be considered when land is rezoned or developed, particularly where a more sensitive use such as residential development is proposed.
Frequently Asked Questions (FAQ) – Environmental Site Assessments
Q: When is an Environmental Site Assessment required for development?
An ESA may be required when:
Lodging a Development Application involving excavation or a change in land use.
Subdividing land where past activities may have caused contamination.
Redeveloping former industrial, commercial or agricultural land.
Developing land containing imported or undocumented fill.
Changing a site to a more sensitive use, such as residential, childcare or education.
Responding to contamination information identified through a Section 10.7 Planning Certificate.
Q: What’s the difference between a PSI and a DSI?
A Preliminary Site Investigation (PSI) is primarily a desktop and site inspection assessment used to identify potential contamination risks.
A Detailed Site Investigation (DSI) involves physical sampling and laboratory testing to determine whether contamination is present and establish its nature and extent.
A DSI is generally recommended where the PSI identifies a credible contamination risk that cannot be adequately resolved through the preliminary investigation.
Q: Can you certify reports?
Yes, Confluence Environmental can provide Certified Environmental Practitioner (CEnvP) involvement and sign-off where required by the project, consent authority or certifier.
Q: What guidelines do you follow?
Our environmental site assessments are prepared with reference to:
National Environment Protection (Assessment of Site Contamination) Measure – ASC NEPM.
NSW EPA contaminated land guidelines.
Contaminated Land Management Act 1997.
State Environmental Planning Policy (Resilience and Hazards) 2021 – Chapter 4.
Applicable local council LEP, DCP and contaminated land requirements.
Chapter 4 of the Resilience and Hazards SEPP provides the NSW planning framework for remediation and consideration of contaminated land during development.
Q: Can you help with remediation and validation?
Yes. If contamination is identified, we can:
Develop a site-specific Remediation Action Plan (RAP).
Assist with remediation management and environmental controls.
Undertake validation sampling.
Prepare post-remediation Validation Reports.
Liaise with planners, councils or certifiers where required to assist in closing out development conditions.
